Rules & Regulations

  1. The name of the Club shall be CAERWYS & DISTRICT CLAY TARGET CLUB.
  2. The shooting ground is located at BRYN CASTELL, TRELOGAN, FLINTSHIRE.
  3. The objects and aims of the Club shall be to foster and encourage the sport of clay target shooting, to arrange and organise practice shoots, to arrange matches and competitions, both among members and affiliated clubs, and to improve the standards of shooting among members. The Club shall be affiliated to the Welsh Clay Target Shooting Association
  4. The Club shall be a member’s Club and shall consist of ordinary members.
  5. Every candidate of 12 years of age and over for ordinary membership must be proposed by one member of the Club and the proposal must be seconded by another member, both the proposer and the seconder being ordinary members and both vouching for the candidate’s fitness for membership. The name and address of every candidate proposed for ordinary membership, together with the names of his/her proposer and seconder shall be considered for membership either by the Club in a General Meeting or by the General Committee of the Club. No reason shall be given to any candidate in the event of his/her rejection.
  6. No person shall be admitted to ordinary membership until having been elected as provided in Rule 5, he/she shall have paid to the Treasurer his joining fee and first annual subscription or any part of that subscription determined by the General Committee of the Club.
  7. Committee and Officers

  8. The affairs of the Club shall be managed by the General Committee of the Club. The General Committee shall consist of not less than seven nor more than fifteen ordinary members of the Club who shall be elected annually at the Annual General Meeting of the Club. Whenever possible the General Committee will include a female and junior member. Committee members shall all go out of office in every year, but shall be eligible for re-election. No more than five new committee members can be elected at an Annual General Meeting of the Club. The General Committee shall have the power to fill vacancies during the current year, and shall have power to form sub-committees as may be requested for special reasons. Seven Committee members shall form a quorum at any committee meeting.
  9. There shall be a Chairman/Secretary/Treasurer who shall be selected from time to time by the Club in General Committee Meeting from among the ordinary members elected to that committee. Such officers will be members of the General Committee as directed in Rule 7. These officers shall act in all matters in accordance with the directions of the General Committee of the Club.
  10. Subscriptions, Finances and Accounts

  11. The Annual Subscription for an ordinary member shall be as the Annual General Meeting may from time to time determine
  12. Annual Subscriptions shall be payable on election as provided in Rule 6, and thereafter without demand on 1st January in every year. The General Committee may terminate the membership of any ordinary member whose annual subscription remains unpaid on the 1st March.
  13. The Secretary/Treasurer shall keep such proper books of account as will enable him/her to present at every Annual General Meeting of the Club, or at any other time if required (on reasonable notice) by the General Committee, an accurate report (Audited) and statement concerning the finances of the Club. All monies received on behalf of the Club shall forthwith be paid into the account of the Club at the bank. The Treasurer shall alone have power to draw on such account, and no cheques shall be drawn by him/her unless previously sanctioned by a resolution of the General Committee of the Club. No prizes or other articles shall be purchased or debts or liabilities incurred on behalf of the Club by a person without the previous sanction of a resolution of the General Committee, or General Meeting of the Club.
  14. General Meetings

  15. An Annual General Meeting of the Club shall be held in every year and there shall not be more than fifteen months between one Annual General Meeting and the next. Notice of the time, day and venue of the Annual General Meeting shall be posted at the shooting ground in the manner prescribed in Rule 20, for a period covering at least 3 shooting dates before such day.
  16. A General Meeting of the Club may be summoned at any time by the General Committee or on a petition, signed by at least two-thirds of the ordinary members of the Club, being presented in writing to the secretary, a Special General Meeting shall be called within fourteen days of the date of presentation of the petition to consider the matter contained therein. A Special General Meeting shall be summoned by posting a notice by post to the registered address of every ordinary member.
  17. At any General Meeting of the Club every member of the Club shall be entitled to be present and every ordinary or honorary member of the Club shall be entitled to one vote upon every question raised. In the case of equality of voting, the Chairman of the meeting shall have second or casting vote. The Secretary shall take minutes of the proceedings at all General Meetings of the Club. Notice of resolutions or nominations for election to the General Committee, for consideration before the General Meeting shall be given in writing to the Secretary fourteen clear days before the date of the meeting.
  18. Visitors

  19. Members shall, subject to the concurrence of all members present, have the right of introducing visitors to practice or to shoot in open sweepstakes, provided that any member so introducing a visitor shall be liable for all debts incurred by him to the Club, and no visitor shall be invited to practice or shoot more than three times in the same season. No member may introduce more than two visitors at the same time. No person whose membership of the Club has been terminated under Rule 19, or whose application for membership has at any time been rejected, shall be introduced as a guest.
  20. Bylaws

  21. The General Committee may from time to time make, vary and revoke bylaws (not inconsistent with these rules) as they consider will be conductive to the good of the Club and to the encouragement of the sport.
  22. Conduct of Members

  23. The General Committee may suspend the membership of any member whose conduct, whether on the Club shooting ground or elsewhere, if it has been in the opinion of the Committee contrary to the interests of the Club or injurious to its reputation.
  24. Immediately upon suspension under Rule 17 of the membership of any member, the General Committee shall:-
    • (i) Cause a General Committee Meeting of the Club to be summoned for a day not later than the twenty first day following suspension: and
    • (ii) Give notice to the suspended member at his address last notified to the Secretary under Rule 19 of his suspension, and inform him that if he so desires he may be present at the said meeting.
  25. At any such meeting any allegations against the suspended member shall be related (in his presence if he/she attends) to the meeting by the Chairman, and the suspended member shall (if he/she desires) be heard in answer, a reasonable adjournment being allowed at the discretion of the meeting, to enable him to prepare his answer. The decision of the General Committee at the said meeting or at any adjourned meeting whether to reinstate the suspended member or to terminate his membership shall be taken by vote and shall be final and conclusive.
  26. Each member shall keep the Secretary informed of that member’s private address, or some other address at which communications may be addressed for him/her. Nevertheless, it shall not be necessary to send any notices intended for members generally to any member, by post or otherwise, except in the case of the notice convening any Special General Meeting. All notices shall be posted by being affixed in a prominent position on the shooting ground.
  27. Any member of the Club having their Shotgun/Firearms Certificate revoked seized or suspended by the relevant authorities, must notify the Secretary or Chairman within 28 days in writing and in any event before taking part in a Club shoot.
  28. Alteration of Rules

  29. These rules may be revoked, added to or altered by a majority comprising two-thirds or more of the members present and entitled to vote at any General Meeting of the Club of which notice has been duly given under Rule 12 or Rule 13, specifying the intention to propose the revocation, addition or alteration, together with full particulars thereof.
  30. The General Committee will nominate a Shoot Captain and an assistant to organise, plan, set-up, manage and ensure the clearance of the ground on every occasion that shooting takes place on the ground. Additionally, a Safety Officer, should when possible, be appointed by the General Committee at each shoot.
  31. Neither the Club nor any officer thereof shall be liable to any member or guest of a member for any loss or damage to any property occurring from whatever cause in or about the shooting ground, nor for any injury sustained by any member or guest whilst on or entering or leaving the Club shooting ground: and notice to this effect shall at all times be displayed in a prominent position on the shooting ground.
  32. No Cartridges containing a plastic wad may be used on the Club shooting ground.
  33. Shooters must use such clay targets as may be decided upon by the General Committee and pay for them before use.
  34. Shooting visitors and guests will pay an enhanced fee to ordinary members for the privilege of shooting; this fee will be decided by the General Committee.
  35. Hearing and head protection should be worn by all member and guests when attending club shoots. The club accepts no responsibility for loss of hearing or injury to non-wearers. Safety Glasses must be worn by all members and guests when attending club shoots. In the event of a member or guest refusing to wear such protection then they must sign a disclaimer undertaking not to pursue a personal injury claim against the club in the event of an injury being sustained.
  36. It is the duty of all ordinary members to assist in setting up the ground for the purpose of clay target shooting at all Club events and to assist in the clearing up of the site afterwards.
  37. Children under the age of 12 years will not be allowed on the shooting ground unless shooting and/or under the personal supervision of a parent or guardian.
  38. Dissolution

  39. If the number of ordinary members of the Club shall at any time fall below fifteen, or if at any time the Club shall pass in General Meeting by a majority comprising two-thirds or more of the members present and entitled to vote a resolution (in this rule called “the First Resolution”) of its intention to dissolve the General Committee, shall take immediate steps to convert into money all the property of the Club, with power however to postpone or delay the conversion of any particular property if the Club in General Meeting shall so authorise. Out of the proceeds of such conversion, trustees appointed by the General Meeting shall discharge all debts and liabilities of the Club, including the expenses of such conversion, and any balance remaining in their hands shall be disposed of by them as the Club in General Meeting shall resolve; and thereupon the Club shall for all purposes be dissolved. Provided that if the Club shall not, within six months after the date of the First Resolution, resolve upon the disposition of any such balance the same shall be divided equally between all persons who are ordinary members of the Club at the date of the First Resolution. A copy of the Notice convening any General Meeting under this Rule shall be sent by the Secretary by post to every member at his/her address notified to the Secretary under Rule 20, not less than 14 days before the date appointed for the meeting; but any accidental omission to send such copy or the non receipt of the same shall not invalidate any proceedings or resolution.
